Conflicting goals
With many different goals, conflicting goals cannot be avoided. The sooner the conflicts are recognized, the better. In the goal diagram, you can use the conflict relationship to make conflicting goals visible. Conflicts of goals can only be shown in the diagram. They are not stored in the editing dialog of a stakeholder or goal.
The example shows a typical conflict of interest between stakeholders at goal level: One stakeholder is interested in saving personnel costs, the other in increasing the range of higher-value services on offer. How can the latter work with fewer staff? Since both goals would lead to requirements that are not compatible with each other, it makes sense to resolve conflicts at an early stage.
